Always check the owner.
Someone who can't visit, can't talk on the phone, uses their own notary and wants a quick cash sale below market is usually not the owner. Scammers look up empty lots in public records and sell what isn't theirs.
carol.bennett@comcast.net is a neighbour who lives next to the lot.
davidmorgan.landowner@gmail.com is a stranger "working in Dubai".
Come walk the lot and suggest a price.
List it fast, sign by DocuSign, and use his own notary.
